Abstract

The objective of this article is to record a brief biography of Prof. Dr. José Edimar Barbosa Oliveira and to highlight his notable contributions for the advancement of studies in Electromagnetism, Photonics and Electronic Warfare at the Technological Institute of Aeronautics (ITA). In particular, his fundamental participation in the creation of the Specialization Course in Analysis of the Electromagnetic Environment (CEAAE) and the Postgraduate Program in Operational Applications (PPGAO) of the Brazilian Air Force (FAB). The two initiatives have, to date, leveraged the professional and human training of several Officers of the Brazilian Armed Forces, bringing the Academy closer to the Naval, Land and Air Operational Sectors. The multiple actions involve the study and implementation of innovative and indigenous solutions developed by its Student Officers. This work aims to help ensure that their memory and examples are preserved, replicated and expanded. The best reward for Prof. Edimar, who unfortunately passed away in April 2023, would see Brazil increasingly becoming a sovereign, independent and developed nation in Science, Technology and Innovation.

Ali Kamel Issmael Junior, Instituto de Pesquisas da Marinha / Marinha do Brasil

Superior Officer of the Corps of Engineers in the Brazilian Navy, currently serving at the Institute of Research of the Navy, as Head of the Control Cell for Projects, Engineering and Military Activities (IPqM-02) since Feb2022, having also been in charge of the Digital Systems Group, In charge of the Weapons System Group, from FEB2018 to AGO2019 and in charge of the Combat System Simulation Division from SET2017 to FEB2018. He served in the General Coordination of the Submarine Development Program with Nuclear Propulsion (COGESN), between 2013 and 2017. He served in the Technical Office of the Submarine Development Program in France (ET-PROSUB), in the company DCNS (now Naval Group), in the city of Toulon, France, between 2010 and 2013. Participated in the Technical Support Group for receiving the Polar Ship “Almirante Maximiano”, at the BREDO Shipyard, in the city of Bremerhaven, Germany, between 11/2008 to 02/2009. He served in the Navy's Weapons Systems Directorate (DSAM), as Head of the Optics and Electro-optics Section and Adjutant of the Radar Section, between 2006 and 2010. He served at the Navy's Missile and Submarine Weapons Center (CMASM), as Head of the Electronics Division, Head of the Mines, Bombs and Rockets Division and Helper of the Light Torpedoes Division, between the years 2001 to 2006. He served on the Corvette “Inhaúma”, as Helper of the Oscar-2 Division, between the period from 12/2000 to 06/2001.

Completed the Joint General Staff Course at the Escola Superior de Guerra (ESG) in 2022, completed the Higher Course at the Escola de Guerra Naval (EGN) in 2015 and the General Staff Course for Intermediate Officers (C-EMOI) , also from the Naval War School (EGN), in 2005. He has professional training as a Master in Electrical Engineering from the Federal Center for Technological Education Celso Suckow da Fonseca (CEFET-RJ), completed in 2017, as a Specialist in Electromagnetic Environment Analysis, from the Instituto Tecnológico de Aeronáutica (ITA), completed in 2007, as an Electrical Engineer with an emphasis on Electronic Systems, from the State University of Rio de Janeiro (UERJ), completed in 1999 and as an Electrical Technician, from the Federal Center of Technological Education Celso Suckow da Fonseca (CEFET-RJ), completed in 1992.
